City of Omaha Chief of Staff

Thomas H. Warren, Sr. is a lifelong Omaha resident and accomplished public servant, currently serving as Chief of Staff to Mayor John Ewing.  Warren served 24 years with the Omaha Police Department, making history in 2003 as the city’s first Black police chief. His tenure was marked by a strong commitment to reducing the violent crime rate, improving police-community relations, and diversity and inclusion within the workforce.  
 
He holds a Bachelors Degree in Criminal Justice and Sociology from Morningside University, a Masters in Public Administration from the University of Nebraska-Omaha and a Honorary Doctorate from Creighton University. Following his retirement from law enforcement, Warren served as President and CEO of the Urban League of Nebraska from 2008 to 2021, significantly expanding the organization’s reach in youth development, education, and job training. Warren’s career reflects a lifelong dedication to public service, equity, and community advancement
